For more than three decades in Washington DC, Gloria has been a respected leader at the intersection of culture, commerce, and community development. She has served on community boards, held both elected (ANC 6A Commissioner) and mayoral-appointed (DC Commission on the Arts and Humanities) roles, and works across banking, finance, philanthropy, and the arts. Her vision has never wavered: build thriving neighborhoods, expand economic opportunity, and center the voices of the people she serves.
As a homeowner living on the Capitol Hill side of H Street, NE, Gloria has always been a civically engaged neighbor. As a single mother of two daughters attending both DC Public Schools and DC public charter schools, she brings a parent’s perspective and commitment to building a safer, stronger, more affordable Ward 6.

Public Safety: Safe streets are the foundation of thriving neighborhoods. Gloria supports community-focused policing, rebuilding MPD to full staffing, and practical strategies that reduce crime and protect residents. She champions youth programs, internships, and mentorship opportunities that address the root causes of violence and build pathways to opportunity.
Affordability & Economic Stability: Ward 6 residents face some of the highest rents in Washington, DC, along with unpredictable utility bills and living costs that make planning for the future difficult. Gloria is committed to supporting all residents — from young renters to long-time homeowners — as they navigate the economic instability affecting everyone, while also strengthening the small businesses that are essential to a thriving community. Her vision is a Ward 6 where families, households, and local businesses alike can live and operate with greater predictability and stability, able to thrive without the constant stress of rising costs, uncertain bills, and economic pressures that impact both daily life and the neighborhood economy.
Small Business Community: Ward 6’s small businesses are the heartbeat of our neighborhoods and a key driver of our tourism economy. Gloria works with more than 1,000 DC small businesses to help them survive and grow, championing Main Street investment, supporting local entrepreneurs, and ensuring streets and public spaces are clean, safe, and welcoming. Vibrant businesses and safe, inviting Main Streets strengthen both our economy and neighborhood culture.
Education: Every Ward 6 household deserves access to excellent schools. Gloria is committed to supporting children at every stage — from access to affordable early childhood education and daycare to strong neighborhood elementary, middle, and high schools. She knows firsthand the frustration of limited options, from securing affordable early learning to the absence of a neighborhood high school. Gloria is advocating for a seamless continuum of education that gives every child the tools, opportunities, and support they need to thrive.
Infrastructure & Community Spaces: Safe, accessible, and well-maintained public spaces are critical to quality of life. Gloria champions investments in pedestrian safety, bike lanes, public transit, parks, and recreational areas — creating connected, vibrant neighborhoods where families, residents, and visitors can live, work, and enjoy their community.
